“Where HAS that book been reviewed?” This question seemed to arise daily during my work as Adult Services Consultant for an upstate New York library system. Since I was responsible for the selection of new titles for the system pool collection as well as preparing buying lists for member libraries, I felt the need to have some way of “pulling together” all the reviews for new titles as they appeared in the book review media. It seemed to me that the book review indexes currently being published were inadequate in several ways, especially in the timely listing of current reviews and in the fact that you usually had to know the author's name in order to find citations to the reviews. How did I progress from perceiving a need for a more current listing of citations to book reviews and actually publishing my own index, Title Index of Current Reviews? Initially, several seemingly unrelated events led me in the direction I was eventually to take.

Transition from a centrally planned to a free market economy has its social costs. These range from loss or diminution of a social welfare net to widespread unemployment. This is true of Asian countries adopting a gradualist approach to the free market, African countries forced by the IMF into structural adjustment, and Eastern European countries opting for abrupt transition. The paper explores the relative merits of two contrasting policies, paying particular attention to the gradualism of China and Vietnam on the one hand, and on the other the shock therapy of Eastern Europe, the newly independent States, and Mongolia.

This paper adopts the conceptual framework of institutional analysis and development (IAD). The main focus is on the “commons,” a general term referring to a resource shared by a group of people or a community who are possibly vulnerable to social dilemmas. In this paper, the vulnerable are communities in developing countries; the resource is economic and social wellbeing; the dilemma is how this wellbeing can be shared. Social finance, among others actions, might be a means of reaching a favorable outcome. The purpose of this paper is to identify institutions in the developing world where a commons approach is attempted.

A major part of the research consists of examining knowledge, specifically digital knowledge, as a commons, and then looking at situations in developing countries where information and communication technology plays a prominent role. The spotlight is on the widespread use of cell phones to meet social, business, and service needs. The paper is designed to observe and report on the competing or converging concerns of profit‐making enterprises and impoverished communities. The role of social finance in promoting prosperity and higher living standards lies at the heart of social finance. At once, a conceptual and empirical issue, a case study of mobile banking in sub‐Saharan Africa is presented to achieve an understanding of a commons dependent on digital knowledge.

While the data generally revealed that telecom's technical innovation results in an overall economic and social gain for developing countries, the precise financial effect of mobile telephony is less‐easily demonstrated, as might be expected with so many variables to be considered.

The value of IAD is uniquely manifest in the institutional analysis of mobile telephony in a developing region, namely, sub‐Saharan Africa. The knowledge commons of shared ownership and self‐governance is shown to benefit all parties without hindering financial gain or the common good.

Within the theoretical context of human security, this United Nations (UN) three‐year research project examines the causes and effects of conflicts in the arid and semi‐arid lands of Northern Kenya. The purpose of this paper is to address the human security concerns arising out of conflict, displacement, migration and poverty. The people who live in the area are mainly nomadic pastoralists.

A review of previous empirical research and ongoing field studies are used to examine four problem areas: cattle rustling, proliferation of small arms, competition over scarce resources and conflict between refugees and local communities.

Seeking access to water and green pastures, the nomads generally follow their cattle across the region, and their movement is not confined to Kenya alone. They cross and re‐cross international boundaries to and from Ethiopia, Sudan, Somalia and Uganda resulting in conflicts over water and pasture. Resource competition in a fragile economy has had grave consequences for the economic security of families and internally displaced people.

The North Rift and North Eastern regions of Kenya are the most underdeveloped area of the country and suffer from a high level of human insecurity, with more than three‐quarters of the population living below the poverty line. This UN project seeks an empirical understanding of the causes of conflict and ways to build the capacity of a vulnerable population to gain both freedom from fear and freedom from want.

ONE of the subjects which will probably come up for discussion at the Brighton meeting of the Library Association is that of instituting a Register of qualified librarians. This has already been talked about in various connections, and has now become an inevitable topic for discussion at meetings of branch associations owing to Messrs. Jast and Sayers having imitated the peripatetic method adopted by Mr. G. T. Shaw for securing a larger hearing for his scheme of improvement. A brief examination of the whole situation may not come amiss at this particular juncture, as most librarians have only a hazy idea of what is meant by the registration of Messrs. Jast and Sayers, and that proposed by the promoters of the Institute of Librarians; and wherein both proposals differ from the legal and effective registration secured to other professional bodies by statute or otherwise.
